Formerly worked in General Services under Ridge
Governor-elect and Attorney General Tom Corbett will turn to a veteran of the state Office of the Attorney General for his Secretary of General Services.
Sheri Phillips, who has served as director of management services for the attorney general’s office since 2005, will be nominated by Mr. Corbett to run one of the state’s largest departments. The state Senate will have to confirm her nomination.
In her role at the attorney general’s office, Ms. Phillips managed a $128 million budget and oversaw the non-legal functions of the office including human resources, accounting, budgeting, information technology and office services.
From 2001 to 2003, Ms. Phillips worked in the Department of General Services (DGS) as deputy secretary for administration under Govs. Tom Ridge and Mark Schweiker.
“Sheri’s experience as a director and manager, along with her extensive contract negotiation skills and her broad experience in strategic planning, budgeting and financial forecasting make her an ideal selection for this position,” said Mr. Corbett.
The Secretary of General Services oversees one of the largest operating departments of state government, with oversight of state purchasing, the management of non-highway capital projects, and responsibility to manage, maintain and protect state buildings and facilities.
In addition, the DGS manages the state’s minority and women-owned business contracting program, Commonwealth Media Services and serves as the state’s real estate agent and insurance broker.
Since 2009, Ms. Phillips contributed more than $6,900 to Mr. Corbett’s gubernatorial campaigns.
